Absolutely, yes. Rocky's rivalry with Apollo was unparalleled and the film laid this out in great detail. The director helped create sympathy for Rocky by making him look like a regular guy with a meatpacking job during the day and professional boxing dreams at night. This, juxtaposed with Apollo Creed's arrogance, materialism, and ruthless demeanor, created a tension like no other in the history of 1970s, Hollywood, sports-related cinema. If you watch it again, you will have no trouble becoming invested, heart and soul.
