Dear JJ,
This is a common problem I like to call canine-to-neighbor admiration. You are not the only one to experience this issue. It happens in neighborhoods around America everyday. My advice to you is never to wash the car with your shirt off or to handle the hose in any type of provocative way. This seems to set the animals off in a way that one would rather not encounter.
